Why aren't shorter slings used very often? (30cm and shorter)

Why aren't shorter slings used very often, 30 centimeters shorter? I think that the 30 centimeter became the norm, and this is purely like me trying to think through this, was that it was a shoulder length runner or a shoulder length sling. And obviously if you can't put your arm through it and have it loop over your shoulder and not dangle off of you, it's too short to do that. So less than 30 wouldn't be able to fit around your head and your arm, and then you wouldn't be able to get it off and remove it off your body to attach it to the wall or another carabiner quickly or easily. So I think that the length is dictated by the body. So we use shorter things called quick draws to go ahead and attach carabiners, and those are you know six, eight inches, sometimes ten inches long. So I think it was the body size that dictated the shoulder length runner or the 30 centimeter short.
